The Right to
Public Service (RTPS) Bihar, under the e-District Mission Mode
Project, is accepting online applications for various
certificates, including Residential Certificate, Caste
Certificate, Income Certificate, Character Certificate, NCL
Certificate, and EWS Certificate. All eligible and interested
male and female applicants can apply online through the
official RTPS Bihar portal at serviceonline.bihar.gov.in for
Nivas Praman Patra, Jati Praman Patra, Aay Praman Patra,
Charitra Praman Patra, as well as NCL and EWS certificates.
There
is no application fee required for registration,
checking, or verification of Caste, Income, and
Domicile Certificates. Simply visit the provided
link and enter your Praman Patra Number to check
the status.
The
process of obtaining essential certificates like
income, caste, and residency from government
offices has traditionally been long and
time-consuming. To simplify this, the state
government has introduced an online platform.
This
new facility allows residents to conveniently
apply for these certificates from their homes,
requiring only an internet connection. By
eliminating the need to visit offices and endure
long waits, it saves both time and effort for
the public.
RTPS Bihar Important Information
The
caste of an individual is determined based on
the caste of their father, not that of their
husband.
The
validity of the caste certificate is permanent.
The
validity of a permanent residence certificate is
always valid, whereas the validity of a
temporary residence certificate is for one year
from the date of issue.
The
validity of an income certificate is for one
year from the date of issue.
After
verification, the original certificates will be
returned to the candidates.
Candidates
can submit an undertaking in the prescribed
format regarding not being in the creamy layer,
based on which a new certificate without the
creamy layer can be issued, using the old
certificate without the creamy layer.
There
is no need to repeatedly obtain a certificate
without the creamy layer. For state services, an
application can be submitted with an old
certificate along with an undertaking.

Bihar Apply Online Method
Visit
the official website serviceonline.bihar.gov.in.
If
the applicant is a new user, create
a Login ID and Password by selecting
“Register Yourself.”
From
the left menu on the website, click on the
relevant department’s linked service and log in.
Click
on “Apply for Service” from the
left menu.
Fill
out the application form carefully, upload your
photo via Webcam or File Browser, make necessary
corrections, and click Save Draft.
(a)
If the service requires an Aadhaar number, an
OTP will be sent to the mobile number registered
with the applicant’s Aadhaar for verification,
or (b) upload one of the 12
identification documents approved by the
Election Commission of India.
If
required for the specific service, attach the
necessary annexures by clicking Attach.
Carefully
read the application form and annexure list and
make necessary corrections.
Submit
the application and download/print the
acknowledgment.
After
the certificate is issued, it will be available
in the applicant’s inbox. The applicant can log
in to the website to download/print the
certificate.
How
To Download RTPS Bihar Certificate
Visit
the official RTPS Bihar
website at serviceonline.bihar.gov.in.
On
the homepage, under the “Citizen Section”
on the right-hand side, click the link titled “Download
Certificate.”
You
will be directed to the RTPS Download
Certificate page.
From
the drop-down menu, choose “RTPS/Others”
under Services.
Enter
your Application Ref. Number (e.g.,
BICCO/2021/0000) and Applicant Name (in
English).
Finally,
click on the “Download Certificate”
button to retrieve your certificate from RTPS
server 1, 2, 3, 4, 5, and so on.
Note:
Ensure you download your certificate only 24
hours after the execution of your application.

Bihar Application Status
Visit
the official RTPS Bihar
website at serviceonline.bihar.gov.in.
On
the homepage, under the “Citizen Section”
on the right-hand side, click the link labeled “Track
Application Status.”
You
will be directed to the Track
Application Status page.
Choose
how you want to track your application: either
by Application Reference Number
or OTP/Application Details.
If
selecting Application Reference Number,
enter it accurately in the provided field and
choose to track via the Application
Submission Date or Application
Delivery Date.
Then,
type the Word Verification Code
shown on the page correctly to proceed.
Finally,
click the “Submit” button to
view the status of your application across RTPS
servers 1, 2, 3, and so on.
